€15m EU contract for Ukraine reconstruction, rail incl.

The EU has issued a €15 million tender under the Ukraine FIRST programme to prepare priority reconstruction projects across Ukraine. The 48-month contract includes major transport and rail infrastructure.

The European Union has launched a €15 million, 48-month technical-assistance tender to accelerate preparation of priority infrastructure projects under the Ukraine FIRST programme. The contract covers work anywhere in Ukraine, depending on security conditions, and is managed by the European Investment Bank (EIB).

The tender focuses on strategic reconstruction planning and alignment with EU standards. For transport — especially rail infrastructure — the assistance will help shape feasibility studies, designs and tender dossiers for key corridors, multimodal hubs and cross-border links.

Deliverables include feasibility studies, technical designs, environmental and social assessments, climate-risk analyses, financing plans and full procurement documentation. The programme aims to move projects quickly from planning to implementation.

The beneficiary institutions are Ukrainian public authorities and project promoters responsible for rail, road, municipal, energy and social infrastructure. Most experts deployed under the contract will be based in Ukraine.

The procurement, classified under CPV 71356200 (Technical assistance services), is not covered by the WTO GPA. Review procedures fall under the General Court of the European Union.

The tender is open until 11 December 2025.
